While stopping short of calling it a tentative agreement, both the State System of Higher Education and APSCUF, the faculty union at the state-owned universities, say they have “reached a framework” for an agreement.
Bargaining started Friday and lasted through the early morning hours of Sunday. The union says the framework of an agreement “largely mirrors the agreements reached by Governor Corbett and the other statewide unions.”
The largest obstacles to agreement have been healthcare for both active and retired faculty, compensation for distance education course development, and class size. The State System said on Friday that it had offered a “new optional plan on annuitant health care.
Neither side is offering any details on the negotiations. The State System says more information will be made available as ratification proceeds, which implies that it is substantially more than just a framework. The union says its negotiating committee will vote on the proposal tonight.
