Steelers running back Le’Veon Bell is officially ineligible to play this season after failing to report by yesterday’s deadline. Bell refused to sign a $14.5 million Franchise Tender, and cannot play in the NFL until next season. The Steelers will move forward with James Conner as the primary ball carrier. He is expected to emerge from concussion protocol today.
